China Neo-Protein Policy and Development Overview (Mid-2025 to Mid-2026)

Over the past 12 months, China’s neo-protein sector has entered a new phase of policy-driven acceleration, marked by stronger national strategic positioning, expanding public R&D support, and increasing regulatory openness. From central planning frameworks to provincial action plans and innovation platforms, a multi-level policy system is rapidly taking shape, laying the foundation for the transition of neo-proteins from early-stage innovation to large-scale industrialization and commercialization.

This summary, prepared by the ProVeg China team, highlights key policy and industry developments in China’s neo-protein sector from mid-2025 to mid-2026, with a focus on human food applications. It is intended to serve as a reference for colleagues, partners, and those following the development of China’s neo-protein sector.

China’s neo-protein industry has entered a decisive phase of policy-driven acceleration. Since mid-2025, the central government has moved from exploratory research to active industrial deployment, with the 15th Five-Year Plan (2026-2030) officially mandating ‘active development of synthetic biology and expansion of new protein sources.’

Key policy trends and developments are as follows:

  • National policy: China 15th Five-Year Plan has elevated the neo-protein sector to a national strategic priority.
  • Public R&D funding: The National Natural Science Foundation of China (NSFC) has designated neo-protein as an encouraged area for applications in its 2026 funding.
  • Regulation approval: State openness toward novel protein resources has increased, with more than 10 neo-protein-related food ingredients receiving national regulatory approval.
  • New R&D Facility Investment: Two major R&D facilities have been established under a government–academia–industry collaborative model.

1. Policy Support for Neo-Protein Continues to Strengthen

1.1 Neo-Protein Is Becoming Part of China’s National Development Strategy

The strongest signal comes from the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development, released in March 2026 as a guiding framework for China’s next development stage. It explicitly calls for the active development of synthetic biology and the expansion of new protein sources as part of efforts to build a diversified food supply system, elevating the neo-protein sector to a national strategic priority.

This is highly significant because China’s Five-Year Plans shape national industrial priorities, public funding allocation, local government investment direction and state-backed innovation programs. This marks the first time that neo-protein has been explicitly incorporated into a national Five-Year Plan, providing a highly strategic policy window and strong directional guidance for the industry’s development.

1.2 Neo-protein Enters China’s Consumption Policy Agenda and Foreign Investment Catalogue

In July 2025, the Implementation Plan on Promoting Agricultural Product Consumption (2025) signaled a clear policy shift by integrating neo-protein development into China’s broader food consumption and market development agenda. It explicitly supports R&D collaboration between food enterprises and research institutions on emerging food ingredients, including microbial protein. This marks neo-protein as an increasingly recognized component in driving consumption growth and upgrading the food system.

In the Catalogue of Encouraged Foreign Investment Industries (2025 Edition), effective February 1, 2026, explicitly includes “development and production of plant-based protein imitation meat foods” in its encouraged category. Eligible projects can therefore access concrete incentives, including tariff exemptions on imported equipment and tax benefits.

1.3 An increasing number of major cities are accelerating the development of neo-protein.

A defining feature of the 2025–2026 period is the rapid acceleration of local policy activity, with multiple cities and provinces introducing dedicated policies and clear targets for neo-proteins, synthetic biology, and future foods. Local governments are no longer merely implementing central directives, but are actively positioning themselves as national pilot models through a wide range of policy tools.

Regionally, at least six provinces and cities have released dedicated action plans for the neo-protein sector or highlighted neo-protein as a priority development area, including Beijing, Shanghai, Shandong Provenience, Heilongjiang Province, Guangdong Province and Shenzhen.

1.4 China is accelerating the approval of neo-proteins as novel food ingredients

Since mid-2025, more than 10 neo-protein-related food ingredients have received national regulatory approval in China, including Fusarium venenatum and Saccharomyces cerevisiae. These approvals mark a key milestone in the regulatory development of neo-proteins, indicating that neo-protein have moved beyond pilot evaluation into a more formalized approval framework. The state’s growing openness toward novel protein resources, together with the accelerated approval process for novel protein ingredients, has significantly strengthened the regulatory and market access foundation for local industrial development and commercialization. 

As highlighted in the 2026 China Neo-Protein Innovation and Development Index (Wuxi Index), China’s policy environment is entering a more implementation-oriented phase, with stronger coordination across regulation, industrial development, and innovation support mechanisms. Overall, the current policy environment has reached a new level in terms of breadth, depth, and strategic significance, and is expected to accelerate the transition of neo-protein from pilot-stage exploration to large-scale industrialization and commercialization.

2. Neo-Proteins Gaining Increasing Priority in China’s Public R&D Funding System

Since 2026, neo-proteins have begun to be increasingly recognized as an emerging priority in China’s public funding system, marking a clear shift toward stronger policy support for the field. In February 2026, the National Natural Science Foundation of China (NSFC) included neo-proteins as a key funding area, signaling growing national-level attention.

At the regional level, Shanghai, Jiangsu Province and Shenzhen has also highlighted neo-protein research as priorities in their 2026 public fund programs. 

Overall, this reflects the gradual but clear mainstreaming of neo-proteins into both national and provincial public R&D funding frameworks.

3. Innovation platforms: A multi-stakeholder ecosystem spanning the full industry–academia–research value chain is taking shape.

Since mid-2025, two major R&D facilities have been established, including the Neo-Protein Biomanufacturing Innovation Center in Wuxi, co-founded by SDIC, the Wuxi Municipal Government, and Jiangnan University, signaling strong strategic commitment and growing state investment momentum in the neo-protein sector. In Beijing, the Neo-Protein Resource Exploration and Utilization Industry Research Institute was jointly established by Beijing Technology and Business University, the Pinggu District Government, the China National Research Institute of Food and Fermentation Industries, and enterprises, further highlighting a government–academia–industry collaborative model in neo-protein development.

Outlook:

Over the past 12 months, China’s policy environment for neo-proteins has become significantly more supportive. With neo-proteins now incorporated into national strategic planning and backed by growing public investment, regulatory progress, and local government initiatives, the foundations for long-term industry growth are rapidly taking shape.

Despite strong policy tailwinds, the neo-protein industry still faces several structural challenges. Key technical bottlenecks remain in scaling laboratory-stage innovation into cost-effective industrial production, particularly in areas such as strain development, fermentation scale-up, downstream processing, product quality, and commercialization. Regulatory frameworks for novel ingredients are still evolving. In addition, consumer awareness and trust remain limited, with ongoing concerns around safety, naturalness and acceptance, resulting in relatively few products successfully achieving large-scale commercialization and sustained market adoption.
